Nah, it was just an excuse to not reveal the real reason they don't make Saturn and Dreamcast mini: money

It was said that the PlayStation Classic, contrary to the SNES/NES Classic and Genesis Mini, It cost a lot to produce and in order to profit they had to charge it for US$100.00, which made people lose interest in buying it. It flop MASSIVELY and was a huge loss for Sony. After that, any interest SEGA could have on trying a Saturn/Dreamcast Mini was lost, and that's the reason Nintendo doesn't make a "N64 Classic" too. Those consoles required more robust hardware to emulate their games than those from the 8 and 16 bits era.
