@Razieluigi Xbox 360 ran on PowerPC architecture. Xbox One and Series runs on x86. A special converted version needs to be made for it to run on Xbox Series, just like all backwards compatibility titles. That's why you can't download it, even if you could, the Series S hardware can't run it.
Afterburner Climax uses planes from real manufacturers and hence needed to be licensed. Most likely these licenses that Sega bought have already run out by the time the Xbox Backwards Compatibility program came. So yea it was likely delisted because of that and they couldn't make it part of Xbox BC likely if the license ran out.
