I have the R351P and it absolutely does come crammed with ROMs if bought direct, re-sellers might delete them I suppose. There is an excellent guide to doing a clean install on the web just a quick Google away, if nothing else it's worth a fresh start just to replace the stock SD card with a SanDisk.
@sanderev with the state of global shipping and the electronics market it's incredible that they've managed to get this out at all, more so at under $200.
Comparing it with the Switch Lite doesn't really make any sense from a commercial perspective, Nintendo can easily absorb the unbelievable cost in shipping containers at their scale, for Panic that single thing alone will have hurt, a lot.
