It's both true that crash was confined to the N American market AND THAT it had a large impact on the global industry. As the biggest and richest market, the large fall in US revenue halved global totals as shown in the graph on the Wikipedia page. Also it had ripple effects, such as allowing Nintendo to become the dominant game company, and possibly delaying the adoption of consoles in Europe.
Is there really a market for this? It's quite a niche console - surely anyone with a collection of games to play on it would have a working original or the far superior Analogue option. If you just want to dabble, then there were the well received mini consoles.
